Pourtant, ce mode de gouvernance n\u2019est pas une exception et existe dans plusieurs d\u00e9mocraties parlementaires, notamment au Canada. Loin d\u2019\u00eatre une anomalie, ce syst\u00e8me garantit une stabilit\u00e9 politique et une continuit\u00e9 dans l\u2019action gouvernementale.<\/p>\n\n\n\n<p>Au Canada, le Premier ministre Mark Carney a r\u00e9cemment \u00e9t\u00e9 nomm\u00e9 apr\u00e8s la d\u00e9mission de Justin Trudeau. Conform\u00e9ment \u00e0 la Constitution canadienne, ce poste revient au chef du parti majoritaire \u00e0 la Chambre des Communes, sans qu\u2019une \u00e9lection directe soit n\u00e9cessaire. Le Premier ministre est officiellement d\u00e9sign\u00e9 par le Gouverneur G\u00e9n\u00e9ral, ce qui conf\u00e8re \u00e0 ce mode de nomination une pleine l\u00e9gitimit\u00e9 dans le cadre du parlementarisme canadien.<\/p>\n\n\n\n<p>Le Togo s\u2019est engag\u00e9 dans une voie similaire avec l\u2019adoption de la Constitution du 6 mai 2024. D\u00e9sormais, le PCM est d\u00e9sign\u00e9 par le parti majoritaire \u00e0 l\u2019Assembl\u00e9e nationale, un mod\u00e8le qui s\u2019aligne sur les pratiques d\u2019autres d\u00e9mocraties avanc\u00e9es comme le Canada. Cette approche vise \u00e0 renforcer la stabilit\u00e9 institutionnelle et \u00e0 assurer une gestion gouvernementale efficace, sans d\u00e9pendre syst\u00e9matiquement d\u2019une \u00e9lection pr\u00e9sidentielle.<\/p>\n\n\n\n<p>En adoptant ce syst\u00e8me, le Togo a \u00e9galement r\u00e9alis\u00e9 des \u00e9conomies significatives. En 2025, plusieurs milliards de francs CFA initialement destin\u00e9s \u00e0 l\u2019organisation d\u2019\u00e9lections pr\u00e9sidentielles ont \u00e9t\u00e9 r\u00e9orient\u00e9s vers des secteurs prioritaires comme la s\u00e9curit\u00e9 et le d\u00e9veloppement social.
