Cette transition marquera la fin du mandat des conseils municipaux install\u00e9s en 2019. L&rsquo;objectif est d\u2019assurer une passation ordonn\u00e9e, transparente et conforme aux principes de bonne gouvernance.<\/p>\n\n\n\n<p>Dans son communiqu\u00e9, le ministre insiste sur l\u2019obligation pour les \u00e9quipes sortantes d\u2019\u00ab ex\u00e9cuter les budgets communaux dans les strictes limites des pr\u00e9visions essentielles \u00bb, tout en \u00e9vitant d\u2019engager les collectivit\u00e9s dans des projets d\u00e9passant les ressources disponibles ou qui ne rel\u00e8vent pas de la gestion courante. Il appelle \u00e9galement \u00e0 \u00ab r\u00e9gulariser toutes les situations en instance sur le plan administratif, budg\u00e9taire et comptable \u00bb afin de refl\u00e9ter fid\u00e8lement la situation r\u00e9elle des collectivit\u00e9s.<\/p>\n\n\n\n<p>En vue de la passation des services, une liste des documents \u00e0 pr\u00e9parer sera communiqu\u00e9e ult\u00e9rieurement. Le ministre insiste sur la n\u00e9cessit\u00e9 de fournir un environnement administratif clair et structur\u00e9 aux nouveaux conseils. Cette d\u00e9marche vise \u00e0 pr\u00e9server les \u00e9quilibres budg\u00e9taires et \u00e0 \u00e9viter toute rupture dans la gestion des affaires locales.<\/p>\n\n\n\n<p>Enfin, Awat\u00e9 Hodabalo invite les gouverneurs, pr\u00e9fets, tr\u00e9soriers et contr\u00f4leurs financiers \u00e0 veiller au respect strict des consignes.
